CHARLESTON, W.Va. (AP) - The House of Delegates has passed a
sharply debated update to West Virginia's electioneering
communications law, the only item left from Gov. Joe Manchin's
special session agenda.
The Legislature marked the session's third day Thursday by
sending Manchin the rest of the 18 other bills that emerged from
his call. Those include a measure meant to finalize the imminent
transfer of more than 15,000 Teachers' Defined Contribution plan
members into a different state-run retirement program.
Thursday also saw delegates vote 67-21 to send the Senate the
proposed fixed to a campaign advertising disclosure law that has
been challenged in federal court.
The divide over that bill falls largely along party lines. The
minority Republicans question its implications and note that the
federal lawsuit remains pending.
