Kentucky State Police say the man accused of killing his brother-in-law at a rest area in 1975 has turned himself in.

According to a news release, Billy Crisp showed up at the Pikeville Post of the KSP Thursday.

Crisp is being held at the Pike County Detention Center.

PIKEVILLE, Ky. (WSAZ) -- Police in two states are looking for a man accused of killing his brother-in-law at a rest area in 1975.

According to a news release from the Kentucky State Police, 59-year-old Billy Ray Crisp shot 22-year-old Woodrow "Woody" Perroud in the head, killing him. The crime happened at the Wakefield Mounds rest area in Pike County, Ohio.

The release says both Crisp and Perroud were from the Lower Johns Creek area of Pike County, Kentucky, but Perroud's address at the time of the murder was listed in Gallipolis, Ohio.

A murder warrant has been issued for Crisp out of Ohio, and troopers are considering him armed and dangerous.

State Police say anyone with information about Crisp should not approach him, but instead call 911 or their office at (606) 433-7711. He is believed to be driving a 2004 charcoal gray Ford F250 pickup with a push bar and a metal tool box in the back.

Yes he was present with 2 lawyers. This was only an arraignment, no evidence, witnesses or discussion of the case. They have not yet set a date for the first pre-trial. Will post facts here and not opinions, so as not to start another maelstrom about whether he did it or not, or opinions about how the case is being handled. It's a slow process that will take time and patience.

He pled not guilty today and gets to stay out on bail. There will be at least 2 pre-trial hearings before the real trial.

we are waiting to hear. will there be any other indictments. when this first happened the news mention another person of interest. hope that we can be informed of any thing that happens. would like to see guilty party pay. knew people who worked with him and are very interested.

No, the case has not been closed. He has a court date of 11/5 for arraignment, plea and bail re-consideration based on the indictment from the Grand Jury.

We don't know too much and don't fully understand what we heard, but according to Pike County, the case in the county court was dismissed. Now there is a case in the Court of Common Pleas for Murder with gun specifications. There is something scheduled for Nov. 5th on that. We don't know if the bond was continued, though unfortunately it probably was.

The grand jury indicted him for murder. He is missing again. Big surprise. He is scheduled for another bail hearing on Tues, Oct 14. I bet he is a no show, since he is guilty. If anyone knows where he is, please - please - please let the authorities know. The Perroud family has waited over 30 years for justice, please don't make them wait any longer. If Billy really is innocent, why does he run every chance he gets, and why did the courts ever grant him bail knowing his history of avoiding the authorities. This only further proves his guilt!

is he out? car theft? jasak says protecting sister, not his fault? then whose? a life gone..a secret kept for over 30 years. will the truth come to light? will others be involved? woody's family to needed protection for him. why did it take so long for his family to finally have answers. i am glad for them..i am sad for billy's mother and sisters. there is no happy ending in this.

Billy said he hated prison. Not like the 3 days he spent there in '73 for car theft. He said he will not go back for any reason.

Jasask nor anyone else other than the crisp and Perroud families have any idea who the witness are or any of the evidence they have. This is becoming a soap opera. Evidence is ONLY presented in the TRIAL. There has been NO TRIAL but there will be. Crisp is held without bond. That should tell everybody something. God Bless both families and Justice will prevail.

I do not believe Billy killed anyone. He is not a mean person. He is a good person. He has helped miners get jobs and is a Emt. He is a very hard worker who expects the best out of people. He has helped me and my family several times. I am sorry for the loss that Woody's family must feel. I will pray for them. Please do not judge Billy until all the facts are in. Billy's family is suffering also. His mother is elderly and heartbroken at what is tearing her family apart. Please pray that the truth will come out and give both families the justice and peace that they need and deserve. May God bless and give strength to both families to make it through the upcoming trial. May the whole truth come out so justice can finally be done once and for all. I believe in you Billy. Leave Jasak alone he/she isn't on trial here. I went to court also, I think the lady investigators name was Linda and she didn't have any evidence to present at that time because Crisp isn't on trial for murder here. Judge Friend granted them to get a govenors warrant and they have up to 30 days to get that and Crisp will stay in Pikeville jail until then. Once the warrant is provided he will go to Ohio. The investigator talked with Crisp "supporters" if that's what you call us, along with his lawyer to let us know what would be happening next. Leave Jasak along... oh yeah it is PERROUD family not Jerroud family

Gerald & Others: Yes, there were other people in the court room for other cases that listened in, I stated that only three were there for that particular case, so get you facts correct about my statements. And I never said "they have no evidence he will walk", I said none was presented in court that day and there wasn't and yes one investigator did take the witness stand and was questioned by both sides...ie the commonwealth of ky and Crisp's attorney. Yeah, I work for the government, so I have a job full time plus attend night classes full time... As for following Crisp's case, that's what friends do they support. Time will tell... save me a seat in Ohio for his trial if it goes that far and if I'm not having treatments in the hospital I'll be there... "rumor" has it... that's right "rumor" has it he won't talk to no family and as for what his cell looks like, who knows, who cares...

You need to GET A JOB and find something else to do w/ your time instead of following Mr. Crisp around and helping him w/ his legal problems. You are defending a murderer and you will soon find out. It can take up to 30 days to get an order form the Governor. I hope it takes 29 days for them to get it so Mr. Crisp has to sit there that long and think about what he has done. Rumor has it his cell has no windows and he has to sleep on a mat on the floor, and he will not talk to any of his family members. HMMMMM what does that tell you Jasak.... AN INVESTIGATOR TOOK THE WITNESS STAND UNDER OATH AND WAS QUESTIONED BY THE COMMONWEALTH OF KENTUCKY ALONG WITH CRISP'S LAWYER. NOTHING WAS EVER DECIDED BUT TO OBTAIN CRISP IN OUR LOCAL JAIL UNTIL THE INVESTIGATORS COULD GET A GOVERNOR'S WARRANT TO EXTRADITE HIM TO OHIO (SOMETHING THEY SHOULD'VE HAD YESTERDAY). JUDGE FRIEND SAID THIS COULD TAKE 4 DAYS AND UP TO 30 DAYS. THE INVESTIGATORS HAVE 30 DAYS TO GET IT. NO EVIDENCE WAS BROUGHT FORTH AND IT WOULDN'T YESTERDAY BECAUSE HE WAS NOT ON TRIAL FOR MURDER IN KY THAT WILL ALL BE OUT IN TRIAL IF IT GOES TO TRIAL IN OHIO... IF YOU ALL CARE SO MUCH YOU CAN PURCHASE THE COURT HEARING TAPE... YOU'LL SEE ME THERE ALONG WITH TWO OTHERS SUPPORTING CRISP... jasak, this was a extradition hearing, not a trail. You don't have any witness at an extradition hearing (at a trial - you do) You got caught in a lie. I wonder if anything you have written is true. I doubt it. I think you may be one of these people that look for this type of website and write anything just to have something to do. I don't think anyone will be will be beliving anything you have to say now. So find another website and write things there until you get caught again.

Randy, One of their brothers-in-law was killed in a car crash in ohio. He is buried a few graves from Woody. And to JASAK, best be getting your story straight about what happened in court/ At least you should be able to tell the truth. What jasak said happened in court - did not happen. There was no witness. Crisp went before the judge for only a few minutes and then Crisp was led out of the courtroom. I wonder if jasak even knows Crisp. Why would someone lie about what happened in court. Did he think he was the only one in the courtroom and he wouldn't get caught telling lies. jasak you got caught!

I have read your previous blogs and you said you were just an aquaintance? Why do you have so much interest in this case. If you are familier w/ the justice system you will know not all of the evidence was presented yesterday in court just enough to get him to OHIO. You soon will be knowing the truth. Are you going to come to OHIO for every hearing that Mr. Crisp has? Maybe he should have given you all the money he is giving his attorney since you know so much?

If he is guilty and convicted he will be punished according to the law in 1975...I don't know but I am guessing that would be a lot less time than what it would be today.

All this talk needs to stop, we should be proud and greatful to who ever had the nerve to let this all be known, all this wasted space about what a good man Mr. Crisp was or is will not amount to a hill of beans when this goes to trial, we should be thinking of both these Mother's one has a son in the ground, and from what I am reading the other ones stands to lose 2 children if found guilty, God Bless these poor Mother's and let us ALL stop these remarks back and forth to each other like we are Judge and Jury and let the Investigators do their job, I would urge anyone that has information relating to this case, to come forward, there would now be nothing to fear now that an arrest has been made. GOD BLESS THESE POOR MOTHER'S grant them sleep and the needed rest they both need for the days past and future God Bless America and our POLICE FORCE..............

I don't know how this man could live with his self knowing he killed a young man for money....(blood money) they should put him and his sister away for the rest of their life. let him set 33 years in prison and his sister, since the man they killed has been gone that long. that would be good justice. that would be life for these dogs.. if they was 50 ,they would be in their 80's by the time they would come up to get out. their life would be over or they would die there, and show them know matter how much money u have it wont by you freedom . this man and his sister should be a example..... show people what can happen to them if they take another life for no reason. i am sure mr crips and his sister ,lived it up on that poor boys blood.....

Wow. Accidently found this. From reading all these post I am shocked. Let the Justice system handle this. The evidence will be presented with the testimonies of all witness's and the Jury will decide the verdict. Anyone should be able to understand it takes time when there were witness's to certain info and they were missed. I assure you that it wasn't a hitch hiker or a drug dealer that killed Woody. I also had a loved one murdered and I feel the pain the Perroud's feel. To jasak and other's. YOU do not know what happened and these post look like a war zone of guessing words. I am a witness and both families know that. I will tell the truth and only the truth. I myself do feel it was a poor investigation in 1975 but at the same token I am proud of the Detectives in both states for following up on a tip even 33 years later. This is sorta like I saw a Red truck, another say's I saw the license #, another say's I saw the driver, another saw the passenger. It takes time to put it together

The story will ONLY break when the trial is over. As for other folks with the info about this case, certain individuals had certain info and it all had to come together. To Janet, sounds like someone has a police officer in the family.As far your whole cold case and being thankful sermon I would much rather anyone be cops than the knuckle heads we have now! 33 yrs is unacceptable and yes if it wasn't for all your doers and doee's or do-do is what I say to anyone who waits 33yrs to come forward! But lady no one is to blame for people in your family being cops but " your family " so don't get offended when people are a little more than unthankful when it takes 33yrs to do their job! I work for the power company and when your electric is out for more than an hour we are considered bone-heads so let it stay out for 33yrs and then what??!! However we need people to take lawbreakers back n forth from court and to watch them as they do time, cops are good for that, I just don't know about this case and hundreds like them, we need to change their names from cops to narc service!!!

I wasn't even alive 33 years ago, so I can't come forward with squat. I don't know anything to tell the police anything. All I know is how Billy treat my family and some of his co-workers, that's all. Other than that to "know" anything, I don't, I wasn't there when it happened.

All I have ever stated is that we should not judge and have a forgiving heart. I also made a apology and asked my maker to forgive me if I have offend the Perroud family. To Jasak - Everything I have posted has been relayed to the police and investigators on this case. If you believe he is "so innocent" why don't you come forward to the police and prove his innocence. I know why, because he is guilty as sin, that's why. Get over yourself and get off this "blog". I have read so many comments defending the Crisp family I would like to throw up. An innocent man was killed for insurance money. The only two people of interest are Billy himself and his sister. I think that when all of this is said and done alot of people will be surprised, hurt and angry. This is a very sad situation and alot of people are involved. For the people who know him now and keep defending him, I am sorry you were mislead. So was everyone else 33 years ago. Goes to show you can not trust hardly anyone. I hope an pray that the Perroud family can finally have some closure and can enjoy the rest of their lives. This has been pure torcher for the whole family. Not just the ones who were alive when this happens but the rest of the family that was born after. If you think about it, Woody missed all of his neices, and nephews growing up and now even great neices and great nephews. Just for money. Very silly. The Crisp family will pay for what they have done.

If he has no involvement, then you would think that he would go to the police to clear his name (not continue to run). To Coal Miners Wife and Jasak - If Billy is so innocent and sucha great human being, why is he running and why did he and his sister sit laughing at the hotel after Woody's viewing. My uncle stopped to check on Erma Jo and found her and Billy drinking and laughing about Woody's death and the insurance money Erma Jo was going to collect. Either Billy or Erma Jo fired the shot that killed Woody, but they both tried to cover up the murder and even took Woody from Columbus to southern Ohio, within a few miles of where his father worked, hoping his own father would be the one to find him dead. Sick, sick people, not great kind people. Open your eyes and ears and you will see how very wrong you are.

Woody was an innocent man gunned down in his prime. Why shouldn't Billy and his sister have to answer for what they did? I know in my heart and soul they are both guilty as sin and should not have had the luxury of living the past 33 years free. God will have his vengence, but Woody's family deserves justice and closure. The facts will come to light and you will see I am right, then I dare you to be "proud" of Billy or Erma Jo.

all that i can say is that they bring up cold case files, then he is gone missing, his sister calls his work says he is at a location, and he was (he was messed up on something, wanting attention) then they issue the warrant and he is gone again... no body around to feel sorry for him now!! he probably will never be back... i heard they exzumed the body of the victim and do some other test? is this true?any murderer is considered dangerous...even after 33 years a murderer is still a murderer!! still needs to be punished

And of course I will pray for Mr. Crisp... you know what someone did or did not do 33 years ago doesn't define who they are today. I am sure you would not want to be defined from all your mistakes either. And Mr. Crisp has been a good neighbor, great friend, etc. to me and my family and no matter what the court determines I that fact will not change because true families and friends stick together. Oh, I am sure you can use a few prayers yourself so I will be praying for you, also. And you don't know if he is running from the law or not, I mean if I up and leave does that mean I'm running from the law. Just because someone leaves doesn't mean they are running from the law. If the law hasn't caught the criminal in 33years what makes you think they will now.. Plus, read the articles there is another person of interest they are awaiting to question...

If you think that just because the police say that a person is guilty then you are as bad as they are for makeing that commit without the facts. I do not know any of the people in this story but I do know that in our area we are always guilty until proven innocent. God help you all if the police beside to look at you to close any case.

Jasak: Mr. Crisp is runnig from the law. Didn't you listen to the report. He has been missing since last Sunday. His family filed a missing persons report 4 days later. What does that tell you right there? There has been a warrant for his arrest since Friday and if he is so innocent then why hasn't he turned himself in? That doesn't sound very innocent to me. Unfortunatly I am not at liberty to share any of the facts that I have. You will just have to wait and see what happens. Like I said on the other board. I am done w/ you and the comments. The evidence and the courts will decide his fate and I will be waiting to hear what you have to say then. You wonderful neighbor and your "church" friend is going to jail. You need to be praying for him b/c he is going to need all the prayers he can get.

I've known Billy for about 8 years, I worked with him and for him in the coal mines. Billy was certified in various positions in the mine, and he trained me for one of those positions, in which I hold that job. Billy took his job serious, no cutting corners, no foolishness, just do the job and be safe first. I would never have thought this, he seem to have no secrets of his past, he was easy going, cheerful, an average everyday person. He didn't seem to be the kind of person that would hurt anyone, but I guess you don't really know people and you think you know all. Billy talked a lot about his mother and her health and for her safety. This was a shock to me as well as to the other workers who worked with Billy. I hope he uses the right judgement and don't go for the worse of this.

re...HUH He may be from KY, but he lived and worked in that area for many years. Within 25 miles of where the alleged murder happened (not Serpent Mound as WSAZ stated on their broadcast). With the statement about him being armed and dangerous; after hearing this the news media could cause an alarm. Or maybe this is routine with this type case. I don't believe he is armed and dangerous to anyone but himself. Lots of locals know him and he had family there. Law enforcement are definitely looking in the Southern Ohio area as well as monitoring this board.

However, he is a very nice person, with great work ethics, works for an outstanding coal company, attended church, and loved by several family and friends. If you know all of the evidence that you are stating I do not have, then why haven't you helped the police solve this crime 33yrs ago instead of rambling off now... I don't understand why people are so judgmental just because of what they read and hear in the media. I have a family member who was bashed through the media for something he did not do and when it came to court, they, the court officals and police agreed they had made a mistake. Are you in Mr. Perroud's family? It's sad they lost a family member but by no means is finding the murderer or closure going to bring him back. Let him rest in peace, all things are in God's hands... punishment for such a crime will come on God's timeline.

When this story first aired on cold case detectives Mr. Crisp went missing for three days no one could find him but mysteriously his sister called his place of employment and said he might be at a certain location which turned out to be true, now they are looking for him they have both disappeared.Billy is a very strange person!!

why is something like this not national news. For the age of the crime you would think that alot more people(news) would have this as a story. As to my knowladge this has nothing to do with current science...just good old fashion police work Way to go for all the officers involved. I must say that your services have been appriciated by the family of Mr. Perroud. Thank you for doing your job. This man should be thankful that he had 33 years to enjoy his life.... he took that chance from Woody!!!

what are these comments about why did it take the police so long. Do you have any idea how many unsolved murders are still not resolved? Sometimes it takes some time to gather enough evidence to have enough to prosecute someone. My hat goes off to the investigators, they are about to bring closure to this case when he is apprehended.

To Peggy: I agree with you that if the story is being reported incorrectly that WSAZ needs to get their facts straight before reporting. However, you may want to rethink stating that people in the area that it actually happened in will be afraid to go outside. This happened in 1975 from what I read. Is this wrong as well?

me and a friend was walking down are road yesterday and we seen a guy driving a truck we thought nothing of it till we got to my house and seen the picture on the news we both looked at each other and said that it looked alot like the guy in the truck

Just for the record Jasak. Obviously the police think he is guilty or they would not be asking for an arrest. They have to have enough evidence against him to apply for an arrest warrant. I am sure you are related to him and that is why you say such things however, his is GUILTY. If you knew all the evidence you would think so to. He is not as nice as you think he is. He is a MURDERER. I am sure after all this is said and done you will be eating your words.

You need to get your story straight before broadcasting. This did not happen in the "Serpent Mound" area. Serpent Mound is a historical Indian burial ground in Adams County Ohio between Locust Grove and Hillsboro on State Route 73. The alleged crime was committed in the Wakefield Ohio (Pike County Ohio) State Route 23. You are going to have people in that area afraid to go out of their homes!!! And...what kind of "TOOL BAR" in the bed of the truck???

To Mr. Obvious: if you will read more carefully, it says he lived in Gallipolis when he was killed. To Mom and Isaac and Zebula: maybe NEW information came to light that the police didn't have 33 years ago. Ever watch Cold Case? Unless police suddenly become psychic, the only people who know for sure what happened are the do-er and the do-ee. If it's so easy to solve murders, why don't YOU do it, since you seem so smart. Maybe "we" should all stop being jerks and just be glad that something finally broke in this case and that the family will finally have justice for a lost loved one. Your sarcasm is lost here.

Woody was born and raised in Gallia County before moving to the Columbus OH area. This is where he lived when he was shot and killed by Crisp.
