July Third marks a somber anniversary in southern Ohio.
It's the tenth anniversary of the fire that killed nine people at a fireworks store in Scottown.
The fire started when Todd Hall, a brain-damaged man, tossed a lighted cigarette in the crowded store which had only one exit and no fire extinguishers.
Hall was found incompetent to stand trial and is now in a mental institution.
The 1996 fire prompted many cities and states to create tougher laws for how fireworks are displayed.
