Constable Assault Arrest Made

On Friday night, Kentucky State Police arrested Johnny Puckett. He's 23 years old from Soldier, Kentucky. Puckett is charged with assault. He is currently being held in the Carter County Detention Center.
However, it is still not clear how state police were able to arrest Puckett in this case.
This all started on Wednesday night, Elmer Kiser was found unconscious and face bloodied. He was lying in the middle of a side road just outside Olive Hill after making a traffic stop. Police say the constable radioed in that he was following a reckless driver and a short time later police got the call of "man down." in the same area.
One problem, no one seems to know how he ended up in the street and just what injuries he might have suffered. Once he was found, Kiser was taken to a hospital in Rowan County.
On Friday, Elmer Kiser was moved from St. Claire regional medical center in Morehead to King's Daughters medical center in Ashland.
However, there was no improvement in Kiser's condition. He is still in critical condition in KDMC’s intensive care unit.
