Bill Would Require Captioning Service at Some Kentucky Theaters
State Senator Ray Jones is sponsoring a bill to require all cinemas with at least 5 screens to have at least one screen with a closed captioning service.

PIKEVILLE, Ky. (WSAZ) -- An eastern Kentucky lawmaker says it’s time for large movie theaters to offer an important service for people with hearing difficulties.

State Senator Ray Jones is sponsoring a bill to require all cinemas in Kentucky with at least five screens to have at least one screen with a closed captioning service.

“Not all movies are going to be available for a captioned audience. We have so many not offering any films,” said Jones, who said the idea for the bill came from a friend in Pikeville who is deaf.

Options would include a device on the back of a seat, something hand held or the words on the screen for everyone to see.

Jones says theaters could provide for the service for about $12,000 per screen.

I have the best idea. If it such a problem for the hearing people's perfect world, just turn the volume down so none of us can hear anything said ... thus, this would prevent damaging your delicate ears, also..

I would like to address Heather's comment. The money involved is one reason we are focusing on theaters with 5 or more screens, and not the small mom and pop 1 or 2 screen places. Are you aware that the movie studios are attempting to force theaters to convert to all digital projections of movies, and that conversion would cost an average of $100,000 PER SCREEN? Are you aware that the number of people with a hearing impairment nationally is 36 million plus, and that many of them are like Hope, even with hearing aids they struggle to enjoy the audio of a movie? Are you aware the states like West Virginia and Kentucky often have higher hearing loss rates due to poverty, the industrial jobs that we do (coal mining, etc) and so forth? National average is something like 10% of the population with hearing loss, Kentucky is 16%, and I can't remember WV, but it is close to KY. I'm the one who suggested the bill to Senator Jones.

Heather, while you do have a point, would you suggest that the theater industry also continue to discriminate against the deaf? Granted, it's not intentional discrimination, but passive discrimination is still discrimination. Perhaps if it was a wheelchair ramp, or accommodations for autistic children, or one of the other more visible disabilities being discriminated against, you would think differently.
