CHARLESTON, W.Va. (AP) -- Gov. Joe Manchin has declared a state of emergency and activated West Virginia's Emergency Operation Center as a major winter storm reaches the state.
Manchin said Friday the emergency declaration allows him to direct state resources to affected areas.
The Eastern Panhandle is expected to be hit the hardest by the storm, with up to 30 inches of wet, heavy snow expected by Saturday night in some areas. The Northern Panhandle could see up to 16 inches, and up to a foot of snow is expected in southeastern West Virginia.
Other parts of the state could see up to 5 inches.
Manchin says the combination of wet, heavy snow and ice could affect utilities and other services.

Poor Joe! He doesn't know any better. There has to be a state emergency, before you call one. He needs to get a copy of governing for dummies. He has been around mattern too much.
I agree it is better to be safe than sorry. It could have ben much worse EVERYWHERE. Remember December? The south got it really bad but a little farther north (even just to Charleston) it wasn't really bad. I was laughed at because the people I was speaking with were from farther north and had less snow and no loss of electricity. They thought it couldn't be THAT BAD...they were OK. I did have my electricity back before Christmas but several friends didn't.
Kenny, its there are 55 counties. Not they are!
