New Appeals Court Unlikely, W.Va. Lawmakers Say
Some lawmakers favor the concept of a new midlevel appeals court for West Virginia, but they don't expect to create one this session.

CHARLESTON, W.Va. (AP) -- Some lawmakers favor the concept of a new midlevel appeals court for West Virginia, but they don't expect to create one this session.

A study commissioned by Gov. Joe Manchin recently recommended such a court, following criticism of the state's appeals process by such groups as the chamber of commerce.

But lawmakers facing a recession-sapped budget cite an estimated price tag of at least $8 million annually. They also say they want to give time to the state Supreme Court, which is rewriting its rules for handling appeals.

Some of the justices touted those ongoing changes to the House Finance Committee on Tuesday.

Manchin has not proposed a new court in his agenda for the session, but does embrace two other recommendations from the judicial study.

  • Posted By: Jim Thanks Keith: I ventured over to a Thomas Sowell site and found a very interesting story since we are on the subject of health care and abortion.Abortion = the death of an unborn child legal term used in miscarries and Dr assisted. Yet the US has higher death rate for children under the age of 5 than western European countries with universal health care so is it right to stop abortion just to let kids die for lack of health care,seems to me as if we were against killing unborn babies then we would do something to make sure those kids when born would live longer than 5 yrs.

National unemployment is at nearly 17% counting out of a job and give-ups, and all this so-called "stimulus" money, for "shovel ready" projects, is used for this??? That sounds to me like the intend on taking over that too. I have heard Obama say many times over the past few years that he intends to destroy private insurance and have only the government. He said it. And on top of that, they are going to cut half a TRILLION dollars from Medicare, so our older folks won't get the care they need. If you find yourself in wal mart more than 4 days a week, beware of the secret shopper man they have working for them. I first noticed him peering through the vegtables at people, then I saw him walking frantic through the store in circles. At first it freaked me out, then I realized what he was doing. Why in the world would they hire such a strange person. Well one night I was in there with my children and he approach me and started to strike up a conversation, he asked me why I was in the store so much, at this point I knew he was trying to scare me from coming back or shopping there as much, it really made me upset, because the bulk of my shopping is done there. I am upset every time i have to go in wal mart because he is not a good secret shopper if he stops and gives hiself away like that, but i called and complained because he continues to follow me, and they said he is able to do that to all customers. Most countries health cares administration fees equal 5% the US is 11% why.Have you read the final plan if so tell me what part you dont like.Chances are if you work you will be covered thru work and we all know that ones who dont work are already covered thru one program or another that we already pay for thru taxes but the people who work and cant afford care right now are the ones that needs the help they are getting

To be honest smokers should have to pay higher premiums, just like if you live next to a river you pay for for flood insurance, since you do have a better chance of being a victim of a flood them someone who lives on a hill. And as for not going to jail if you dont carry insurance, you will be fined for not having insurance, and if you dont pay that fine what will happen? Nothing, I doubt it. Bottom line is insurance companies are in it to make a profit, so decisions are made for that purpose. If your employer said they may or may not pay you this week would you keep working? Everyone in America can get health care, but just like anything else you have to pay for it.

I believe this statement should have been qualified with a more accurate comment with a basis in fact... something like - "There is NO PUBLIC FUNDING of ABORTIONS in the Health Care Reform Bill." I expect better of WSAZ and I am disappointed.

My husband and I are both WORKING and COLLEGE EDUCATED who are struggling to pay other bills because of this electric bill! We are looking into alternate sources of heat like gas, wood or pellet stoves. It is just a shame that the state of WV would allow this to happen!

  • Posted By: Margaret: Am I the only person struggling to pay the electric bill?I have AEP and my bill has more then doubled since January.I was so convinced that the meter was broke that I called and had it tested by an independant electrician.My bill was almost $700 for one month,and was never over $250 in the 5 years that I v lived here.I m told that they did a 30% increase on the electric.I v also been told that it was per kilowatt.During thease hard times ,recession,ect,how are we supposed to survive.And what about the elderly on fixed income.As well as disabled,single parents .I have talked to family members who say their bill has doubled or more.We need to stand up to thease large utility companies,maybe a petetion,calls to our state leaders ect.

Too many people have lost their job and are facing foreclosure on their homes. Lets keep jobs in the USA. A friend of mine who worked for AT&T lost his job because At & T laid off American workers and hired workers from India. Is this fair? I don't think so.

I learned the hard way that they aren't. I had to rush my dog to the Pet ER at 2AM after applying the liquid. The medication had entered her nervous system, causing her to lose muscle control. I now only purchased Vet approved flea control medication. The higher cost is worth the peace of mind. I am happy to hear the medication will be more closely regulated. To some of us, our pets are like our children.

Hang in there and they will be back. They like the social climate of a good bar. It can be had without smoke. And I would rather see 8 girls temporary out of work if it reverses the trend of being "in" to smoke to being "a loser" if you do and 10,000 young people choose against it who may have picked up the habit. At least now smokers still can go outside. If they don't give up this fight, it WILL become illegal. Then where will you be? Did you not care that those 8 girls were smoking the smoke of every customer who lit up along with their own? Is money that important?

Now to MK, I've worked hard my entire life, have never been on welfare, and never received any free health care for myself or my children. I have to pay for our health insurance at the rate of $724.38 a month. Which we work to provide!

The bar owner may want to decide whether to be smoke/non smoke. But what of the workers? With jobs scarce, they may not have the option of moving out of a smoke environment. You want the right to go sit for a few hours an evening smoking while you drink. Then you can go home. But these workers have to be there, night after night, breathing the smoke from possibly a thousand cigs a night, whether they are smokers or not. Paying the price for your freedom. Take your smoking outside where it harms only you as you are the ones choosing it. Stop believing we have the right to force others to breathe it. He has carried the water for Obama and Pelosi on this Obamanation healthcare bill from the start; he was one of the first to endorse Obama; he is largely protected by WV media, who refuse even to publish his office phone numbers in order that you can call and voice your opinion; Nick and Nancy's bill raises 10 new taxes immediately; gives no "benefits" for 4 years; will ration your care, will raise your premiums, will limit your choices. Sound like a good deal? If you possibly can, log onto the League of American Voters website and contribute to the ads they are running...hurry, do it now.
