CHARLESTON, W.Va. (AP) -- The West Virginia legislative session is halfway over, and lawmakers have fulfilled predictions that they would be taking it slow this year.

As of Thursday, a single bill has passed both the House of Delegates and the Senate to Gov. Joe Manchin's desk. That bill gave counties flexibility in setting the first and last days of school.

Thirty-one bills have passed either chamber, with all but seven coming from the House.

Last year, 50 bills had passed either the House or Senate by the 30-day mark, a figure roughly matching previous sessions.

Lawmakers have said the tight budget limits what they can do. It's also an election year, when legislators are reluctant to raise contentious issues.

How about them getting off their lazy behinds and makings some laws about paving this awful roads in this state! Hey Gov Joe, wasn't the gas tax increase supposed to take care of the roads? Now your talking about adding more tolls to our roads! No wonder so many are leaving this state, Gov wasting and taxing is killing us.
