FRANKFORT, Ky. (AP) -- Lawmakers from some of Kentucky's coalfield counties are backing a bill to give heavy trucks the right to block public roadways as they unload.
House Bill 409 is sponsored by Democratic Rep. Ancel Smith of Leburn in Knott County, who says the legislation is needed for coal mining and road building.
The Lexington Herald-Leader reported Friday that the bill would give heavy coal and road-equipment trucks the legal right to block public roadways for up to 60 minutes as they unload cargo.
If more time was needed, the bill would allow operators to buy a permit for between $500 and $1,000 that would allow them to block the road for up to four hours.

Why in the world would they NEED to block the roads for a coal truck to unload? I've never seen a coal truck unload in the middle of the road and I've yet to see a coal truck that could haul so much that it would take four hours for it to unload. This makes no sense to me and I am one of the biggest supporters of coal in Kentucky. What are they going to do about blocking school buses? Will the kids be left on the buses for four extra hours? You can't keep little kids on the school bus that long. I think this bill needs to be adjusted a lot. I would not stand for my kid be left on the school bus. Also, what are people going to do about getting to work? There is nobody that can leave for work four hours early. Are the truck drivers going to provide a schedule to the community and let everyone know when and where the road blocks are going to be? I think that this is a neccessity if this is going to be implemented as part of our everyday lives.
What about emergency vehicles trying to get through? Just might be an ambulance hauling one of your loved ones, sure was smart thinking on someones behalf. Where do they school these idiots at? Is this an early April Fools joke?
that is absolutely insane for one i agree with the other ppl on here about takes up time and ppl do have jobs and i believe anyway they should make a seperate road for truck drivers anyway and wherever they unload by law they should be made to have some where...where they can pull in and unload!!! and the reason they need a seperate road for the truck drivers well for 1 their alot bigger than cars they can crush the smaller cars i have had to many friends be killed by bigger trucks. in a way yes it will cost more money but its worth it not as many lives would be at risk. u always see that the truck driver makes and the one in the car doesn't and besides bigger trucks are wear and tear on the roads anyway so might as well make them their own road
