W.Va. American Water Asks PSC for New Financing System

CHARLESTON, W.Va. (AP) -- West Virginia American Water says it's asking the state Public Service Commission to consider a new financing mechanism for replacing aging portions of its system.
American Water says the idea it proposed Friday would allow surcharges for individual projects instead of relying on more involved requests for rate increases. Several other states, including Pennsylvania, Ohio and California, use a similar approach.
The company says the bill of an average customer using 3,746 gallons a month initially would increase by 78 cents. Increases would be capped at 7.5 percent of revenue permitted by regular rates.
American Water says it's making the proposal in response to a PSC request that it find a new way to fund improvements.

The options are as follows: Option #1 - West Virginia American can ignore their infrastructure and, then, each time a main breaks, they can send a crew out to fix it on an emergency basis. Not only do customers necessarily lose water service when this happens, but it will happen without warning and for an indeterminate length of time, and it might be at a very inconvenient time. Moreover, emergency repairs are by definition the most expensive repairs. Oh, and when all is said and done, West Virginia American will include (and the state WILL approve it, since it is required to by law) the cost of those emergency repairs in their next rate increase so the customer WILL pay for it; or Option #2: West Virginia American can implement a program of ongoing replacements of high priority pipelines to keep emergency repairs at a minimum and at lowest possible cost with associated rate increases being small and gradual in nature. Hmmm. The best option seems obvious, but maybe I am wrong.
We need different people on the PCS board. We can all see that they are in the utility companies pockets. Every time a utility wants a raise in rates the PCS gives it to them no matter how much it is. More proof of state corruption!
Why is it that the utilities always want to raise the rates to make repairs? Why is it that everyone else has to work smarter and implement more cost awareness to make ends meet? Stop wasting money and become more cost efficient. Run your business like it were you own home.
