CHARLESTON, W.Va. (AP) -- For the second straight year, a unanimous House of Delegates has threatened prison terms for drivers who kill or injure someone while failing to halt for a stopped school bus.
With Wednesday's vote, the Senate is again asked to make such crimes a felony. The Senate Education Committee ignored last year's attempt.
A driver who causes injury would face up to three years in prison, or up to 10 if there's a death. The bill also increases fines and adds license suspensions for lesser offenses.
Lawmakers and family members have pressed for such penalties following the death of 6-year-old Haven Brooke McCarthy. She had just stepped off her Lincoln County school bus in December 2007 when a passing vehicle struck her. The driver pleaded guilty to a misdemeanor.

TO LINDA; YOU GO GIRL!!! I thought the same thing about james!!! not trying to be cruel, but what does her upbringing have to do with her LOOSING HER LIFE OVER A CARELESS DRIVER!!!!!! "GOD BLESS HAVEN"
To: James You,James, are one of those people who just make comments for SHOW. Your opinion does not mean a thing to Me, my son, or my ex-daughter in law. You say you think "sometimes it would be great but other times you don't think that it would". My question,SIR,is: ARE YOU CAPABLE OF HAVING JUST ONE COMPLETE THOUGHT? First of all none of this is YOUR BUSINESS on how Haven was raised. Second, you obviously are not SORRY for our loss or you WOULD NOT have got one here and spoke about Haven's parent's the way you did! Third, the only BLAME here is on YOU FOR BEING SO IGNORANT! Your comments has nothing to do with the passage of the Bill........THANK GOD! I usually do not respond to these comments but I could not stop myself on this one! PS Since you are SO KNOWLEDGABLE why don't YOU come up with a solution to make driver's pay attention to BIG YELLOW SHCOOL BUSSES!
This is for Bob Plymale, I dont see how you consider yourself to be a representative for West Virginians because if you were for what West Virginians you would have passed this bill 2 years ago and NOT LET IT FAIL!!!! MR. PLYMALE YOU JUST LOST MY VOTE AS A CONCERNED PARENT!!!!!
