Physical Bullying Down, Cyber Bullying may be Up

HUNTINGTON, W.Va. (WSAZ) -- A new survey has found a sharp decline in the bullying of children.

According to the U.S. Justice Department, the number of children who reported being physically bullied or assaulted by other kids is declining.

Children who reported being physically bullied declined from 22 percent in 2003 to 15 percent in 2008.

The percentage who reported being assaulted by other youth, including siblings dropped from 45 percent in 2003 to 38 percent 2008.

Todd Alexander is the head of discipline for Cabell County Schools, he says while the numbers seem encouraging, parents need to understand they probably don't tell the whole story.

Alexander says bullying in 2010 has a whole new dimension that it did a decade ago, with the invention of social networking.

"We've kind of seen a shift in harassment in the schools with Facebook and my space," Alexander said. "A lot of it has shifted to on line harassment that occurs away from the schools so we're not as involved in some of those issues and that could be causing a drop in the number."

Alexander says public awareness plays a role in all this. In West Virginia, there's a violence hot line, but Alexander says in the last year, he hasn't gotten one tip off the hot line regarding bullying threats.

The Cabell County School District has a "three strikes you're out" policy on cyber bullying.

The first involves parental notification. It ends up with a child being removed from school if the problem continues.

The national study just completed on bullying was conducted by the Crimes against Children Research Center.

ATTENTION dumb parents AND teachers* I know it happens, parents think their children are sitting proper with hands in lap and manners at all times, making good grades and don't lie. Parents should be ashamed to allow a child to have their own personal computer in their room or an area that's not supervised and this is stupid for many reasons, crazy sites just pop up or and many inappropriate things sent out and you wouldn't know it! parents should be aware of their childs actions at all cost!!! don't be one of those who sit back thinking things are fine and waiting for something to happen!! and TEACHERS OPEN YOUR EYES AND LISTEN WITH YOUR EARS!!!

Bullying also seem to be a problem in Putnam County as well. The problems have escalated due to blatant inaction on part of the school board and the county.As a parent,I am also a witness to downright denial and acceptance of physical and mental harm being condoned by the school board and school administrations in this county. The sad part is they are not only protecting student bullies, some of the bullies are teachers and administrators themselves. The county has their heads buried in the sand and will bend over backwards to protect the teachers who bully and the PC schools reputation. They are promoting bullying here by allowing these crimes to take place without any consequences or even record of misconduct to reflect prior accusations. What are they telling our kids? Your kids? They know who the bullies are. They are just not admitting it to the public. Fear of retaliation seems to fuel intimidation for the victim.Recent news of Buffalo mom ,and Hurricane teen show this.Thanks

I agree bullying is still very much in existance within the school system. It seems as though the people in charge of discipline just don't want to deal with the problems that arise. The are too busy being a member of the social clubs that exist within the school. They don't want anyone upset or angry with them, so they are afraid of addressing not only the students, but the staff members. There are too many who want to be "friends" and don't want to have hard feelings come between their "friendship". I know times have changed, but administrators need to be strong people who display characteristics of someone who can handle all the aspects of being able to supervise others without fearing those people will not be happy with them if they make them do what is expected of them. Principals are not what they use to be, they even "bully" their staff if they can. Very sad. Maybe it will change, but the change needs to be implimented and followed through.
