Proposals for More Local Government Independence Head to WV Senate

CHARLESTON, W.Va. (AP) -- West Virginia lawmakers aren't waiting on results from an ongoing experiment as they move to increase local government independence.

The state Senate is expected to take up a pair of House-passed bills this week proposed by Gov. Joe Manchin. One would allow municipalities to keep tabs on vacant buildings. The other aims to help them clear away burned-out structures by filing liens on their insurance proceeds.

Both proposals emerged from the home-rule pilot project that has allowed a handful of cities to test out expanded powers. But bill opponents want to wait until the project ends and reports results.

Supporters say these measures have already shown promise. The lien bill has also won the insurance industry's approval, and could help resolve a pending lawsuit.
