CHARLESTON, W.Va. (WSAZ) -- Gov. Joe Manchin made some bold statements when he showed up at a Department of Education meeting Wednesday.
He said the board needs to lead in order to improve education quality.
"It's hard to ask the legislators or anybody else to take the lead if you all don't think there's a problem," Manchin said. "Identifying the challenges we have, the successes we've had and the changes we must have."
His comments came after last week's news that West Virginia's proposal was denied federal money as part of the national Race to the Top program.
It was a disappointing blow to the West Virginia Department of Education when the U.S. Department of Education cut West Virginia's $80 million proposal.
It's a federal program aimed at improving education quality.
State Superintendent Steve Paine says they had things like innovation zones and rewarding teachers for performance, but those had to be taken out because of West Virginia law.
"If we believe in those concepts, we need to make sure we ask for code changes -- law changes to support those concepts," Paine said. "What the Governor offered today was an opportunity to team with him and, as he said, with the Legislature to look at the kinds of changes we need to make so we're successful in the second round for race to the top, and I stand ready to do that."
They'll quickly make the changes needed to compete in the second round of funding.
Paine says one positive for West Virginia is that the standards have been raised, including the rigor of curriculum and assessments. As a result, West Virginia ranks number one for quality of standards.

MINGO, I FEEL YOUR PAIN. THAT SAID, YOU COMPLAINERS OF THE 90'S ARE GETTING WHAT YOU ASKED FOR.
Roy, I understand your total frustration. Unfortunately, for the time being, men are considered unable to parent unless, there is some catastrophic situation and the court MUST give him custody. Of course this is not true. Fathers are fighting a daily battle to get to visit their children and for custody in many situations, many just like you. Unfortunately it took way too long for this to happen. Have you filed a formal complaint with the Cabell County School Board, with the State Board of Ed., and if so, then find an attorney and force them to provide her with a tutor until she is caught up. Shame on Milton Middle School for allowing this to go on so LONG!
Hey FRUSTRATED TEACHER, time to move on. Your attitude on here is probably the same shown to our kids. Get out of teaching! The miracle we want is to actually teach, don't miss more days than the kids, don't dress like a hoochie momma, don't beg for raises everytime the door opens, and for goodness sakes, stop CRYING about how bad it is! Work a 12 month year and then you can complain!
