CHARLESTON, W.Va. (AP) -- West Virginia could soon make permanent the practice of governors filling empty seats in the state's court system with nominees recommended by a committee.

The Senate on Saturday unanimously approved the necessary legislation, passed earlier by the House of Delegates and part of Gov. Joe Manchin's session agenda.

The bill calls for an eight-member Judicial Vacancy Advisory Commission that would pick between two and five candidates when openings occur.

Manchin and other recent governors had informally relied on committees when making their picks. Last year's blue-ribbon study of West Virginia's judiciary had recommended making that process part of state law.

But the bill also partly exempts the committee from open records and meeting laws.
