Kentucky Budget Talks Break Down

FRANKFORT, Ky. (AP) -- Budget talks among Kentucky lawmakers have broken down amid differences over a proposal for building new schools while adding to the state's debt.

Senate President David Williams and House Speaker Greg Stumbo said Wednesday it appears lawmakers will miss their goal of passing a two-year state budget on Friday.

If a budget isn't passed by the legislature by Friday, lawmakers won't be able to consider overriding any possible budget vetoes by the governor.

The main sticking point is the House's proposal for about $1 billion in debt-financed projects to build new schools and sewer and water projects. Stumbo said the House also disagrees with the Senate's proposed cuts in education funding.

Negotiators have been meeting behind closed doors for days but stopped talking Wednesday.

FRANKFORT, Ky. (AP) -- Kentucky budget negotiators have resumed closed-door talks amid signs of progress in trying to reach agreement on a state spending plan for the next two years.

The House and Senate conferees reconvened shortly after 8 a.m. Wednesday to continue their weeklong discussions aimed at resolving differences in their budget proposals.

After a five-hour session late Tuesday night, Senate President David Williams said that prospects for a budget accord appeared much brighter than at any time in the past several days.

Legislative leaders decided to skip regular House and Senate sessions for a second straight day Wednesday to give the budget conferees more time to work.

The biggest differences between the two sides have included education funding and the House's ambitious construction program that the Senate dropped from its budget.
