you're doing a great job of compassionate reporting of this story. If you really want to know the true workings of DEP/EPA talk to someone that's retired, or will be honest w/ you about these warning/violations and fines. 99% of the time if the inspector comes out, sees a problem, he will write you up, give you 30 days to fix the problem, schedule a date for a follow-up and then IF it looks fixed..they go on their way. If not a fine (big deal million bucks to these coal company's) It's basically a revolving money door! Good lord at least the health department has the oversight to CLOSE a restaurant or store if when they go in there's something there that could be an immediate hazard to customers--why doesn't EPA-DEP work that way? ANSWER: CHA-CHING~
