Charleston City Council Passes 'Landlord Ordinance'
A bill that will force landlords to register their rental properties in Charleston will become law.

CHARLESTON, W.Va. (WSAZ) -- A bill that will force landlords to register their rental properties in Charleston will become law.

City Council has passed what is being called "the landlord ordinance."

Landlords will have to register their properties with the city. They would also have to be inspected once every two years.

Jenni, yes, you are awesome. I may actually slap a plywood room together on my back deck to just have the opportunity to rent to you. It's simple people, if you have a problem with the home, notify the landlord in writing, delivered by certified mail. If the problems aren't fixed, move.

I would just like to say that I have a landlord w/whom my home is rented through what some ppl call "HUD". I have to say I am an acceptional tennant, compared to most ppl that have rental asst.. Anyway, there have been things that needed repaired in my home, such as things such as a toilet repair, etc.. and my landlord will NOT do any repairs until I actually turn him into HUD and they do an inspection, fail his unit, and threaten to not pay him the rent, until the repair is made. I also saw my landlord on the news, about a yr. ago where some landlords were given grant money to improve their rental properties. My landlord did NOTHING to my home. I assume he pocketed the money, b/c not soon after I saw him, he was driving a diff. vehicle, (which happ. to break down, which serves him right). There's some other things I told him that need to be done or else I'm moving and I made it clear to him that I wanted my dep. back w/in 30 days after I moved out n he does not have my dep..

Well folks, hate to tell ya but the landlords have the renters over a barrel on a regular basis. It's common practice to 'add a bedroom' by slapping plywood on a back porch, no insulation or heat; it's worth $200 /month. Or they'll split a house into five or six rented rooms, one shared bath, no kitchen. I know of houses where tenants were stuck living in dangerous or unhealthy conditions because they couldn't afford a new deposit/first month/moving costs. As for getting your deposit back - good luck. There are always reasons to refuse a refund, especially since deposits can be eaten up just by replacing carpet. Landlords know that HUD and access to bus lines are a hook for tenants - if one complains, find a new one and make a reason to kick the first one out. I know one woman who couldn't be evicted due to her illness, so her landlord harrassed her out of the house. Her neighbor's roof was caving in; I just wonder if the serious illness that has her in ICU is due to mold.
