Man Charged with Internet Crimes While Using Library's Wi-Fi
State police in Roane County say one man was using the Internet to prey on young children in the most public of places, including the public library.

SPENCER, W.Va. (WSAZ) -- State police in Roane County say one man was using the Internet to prey on young children in the most public of places, including the public library.
Police say Ronald King Jr. was using his personal computer at the Roane County Library and connected to their free wi-fi service when he struck up an online conversation with who he thought was a 13-year old girl. The "girl" was actually an undercover detective in Michigan.
"Mr. King began asking questions like 'Do you have any pictures of yourself nude?' 'Do you have a web-cam, would you send me pictures of yourself?' " State Police Cpl. F.L. Hammack, who investigated the case, says. "Then the conversation turned more graphic and was sexual in nature."
The conversation was through Yahoo Messenger. Public libraries are required to have filters on their Internet service through the Child Internet Protection Act.
But the library is open to everyone young and old, so the filter isn't as restrictive as in schools.
J.D. Waggoner, executive secretary of the West Virginia Library Commission, says the filters mainly guard against websites and conversations are hard to police.
"We can identify a website and block those that should be blocked simply by the site name," Waggoner says. "What you can't block is what people say in an e-mail to someone or in a chat room."
Waggoner says only one in five people in West Virginia have access to the Internet, so the library provides a valuable resource.
"People who are serving in the military, they'll e-mail back and forth or chat back and forth so lots of libraries still permit the use," Waggoner says. "Unfortunately that can always be corrupted, what is a very good service if used appropriately."
If a person is found using the Internet at the library inappropriately they can be banned from the library.
According to police, King also used free Internet connections in other places throughout Spencer like McDonald's and Wendy's.
Hammack says he began working with the Internet Crimes Against Children taskforce in Michigan to identify and locate King.
In April police found King at Wendy's, where he was using his computer, and questioned him. He confessed to having the online conversation and to having child pornography on his computer. The pictures are believed to be of a 9-year-old girl.
"What this case just shows, it doesn't matter if you're talking to someone in California, Florida, Michigan and you're using a free Internet service open to the public, we can still find you and we can still prosecute you and do our jobs," Hammack says.
Hammack says this case is a good example of how police agencies nationwide work together to police the Internet.
King has been charged with solicitation of a minor and six counts of possession of child pornography.
Police say it is also important for parents to monitor their kids' use on the Internet.

Not sure about this particular state laws (or lack thereof) but in MOST states the OWNER of ANY wifi terminal is the sole person or entity responsible for properly securing it and monitoring it. If ANY item which is considered illegal is transpired on ones wireless internet device then that same person will most likely be held responsible. This is NOT one of those items which is innocent until proven guilty.
What do you want to bet...... he will get a liberal Judge and after spending $1000"s of tax payers money he will receive 200 hrs of community service ( at the local Child Care Center ) .
