Flood Victims Say the Culverts Are to Blame
In Sissonville, neighbors say it's the culverts that are forcing a back up in their yards costing big money and a big mess.

CHARLESTON, W.Va. (WSAZ) -- Flash flooding in Kanawha County became a deep problem for many residents Wednesday evening.

Some neighbors stood back and watched the water edge closer and closer to their homes with some entering garages and leaving driveways covered in mud from nearby creeks.

In Sissonville, neighbors say it's the culverts that are forcing a back up in their yards costing big money and a big mess.

"When it rains that hard, all the water can't go through the culverts because they're too small," Jesse Taylor said. "It gets backed up in my neighbor's garage, and my garage and the road was impassable."

Subdivision residents on Leonard Heights Road, like Taylor, are now just trying to clean-up a muddy mess.

"I'm dragging everything out of my garage to sort," Taylor said. "I can salvage some things, but I've also got a whole truck load of trash."

In 2005, one culvert was put in by Charleston Auto for access to their entire property but the owner says, they've done nothing wrong.

"We were doing it the right way," Charleston Auto owner Chris Reed said. "We didn't just come in here, dump it in, and cover it up."

"We've got the permits, it cost a little more money to do it correctly but we have done it correctly," Reed said.

However, neighbors say the flood caused runoff from the cars at the auto shop causing oil and gas to into their homes.

"The fumes were so bad we couldn't even sleep," Taylor said.

"It was either A put the culvert in or B use the right of way that we have going through their subdivision," Reed said. "Out of respect for the residents, I chose to enter from the main highway rather than taking my commercial trucks through their subdivision."

The owner of Charleston Auto says he's following the rules and never had any intentions of causing problems for residents.

Residents say another contributing factor are more subdivisions being built, which means more water running into the creek and flowing into those culverts.

I haven't read all of the arguments below regarding the culvert size, nor do I have any expertise in that area. But what I can tell you, due to my line of work, is that if they have run off like that (what allegedly seeped into the homes - gas, oil, etc.), you can probably bust them for that. Companies with run off must have their effluent tested and monitored regularly. If this is really going on, the residents should look into that.

You may think your right, but a picture has a 1000 words. DOH has already notified the owner they don't have permits and they are at fault (& says THEIR lawyer) hence the culverts are going to be fixed and pulled out & they're settling. In case you were worrying. Duh, guess you really don't know what your talking about plus I know more than a brain surgeon. Last I checked Pliny tech didn't have Civil Engineering (putnam residents know what I'm saying)!

Gee, all this and a science lesson too!!! Civil Engineer? And we need this lesson why? Here's my most amateur observation of the facts at hand: It rained. Crap flows downhill (except in West Virginia where according to the DOH, crap can flow up-hill) Stuff backed up.... went into peoples yard's and homes now people are peeved! See! Don't always need to be a Rocket Scientist nor a Civil Engineer to figure these stories out! ~Ta-Da~
