Kentucky Special Session Underway

FRANKFORT, Ky. (AP) - Kentucky lawmakers have gaveled in a special session aimed at finishing work on a new state budget that would avoid a partial government shutdown this summer.

The House and Senate convened at midday Monday for a session that will last at least five days. The special session will cost taxpayers about $63,000 a day.

Gov. Steve Beshear called lawmakers back to the Capitol after floating a $17 billion, two-year budget proposal meant to break a deadlock.

Senate President David Williams says the proposal is backed by the Senate.

Differences between House and Senate leaders kept the General Assembly from passing a new budget during its 60-day regular session, which ended in mid-April. Thousands of state workers face layoffs if lawmakers fail to enact a new budget before the next fiscal year starts July 1.

Differences between House and Senate leaders kept the General Assembly from passing a new budget during its 60-day regular session, which ended in mid-April. Thousands of state workers face layoffs if lawmakers fail to enact a new budget before the next fiscal year starts July 1.

Beshear added two issues to the agenda. One deals with shoring up the state's unemployment insurance system. The other will expand alcohol sampling licenses, giving visitors more chances to sample Kentucky bourbons.
