First of all as a former WVian I can say that this isn't only a problem isn't in the cities.. If the state would actually start fining people for all the trash they throw out on their property and out of cars and all that.. Maybe the streams, streets, and rivers wouldn't be so backed up to cause flooding so much. ALl the trash gets caught in drains and the water has no where to go but out of its banks and into streets from stopped up drainage pipes.. Maybe people should stop complaining so much and actually dispose of the trash they are throwing around and maybe JUST MAYBE the flooding wouldn't be so bad in alot of areas.. Especially in rural areas! Have you driving down any country roads lately? Look at the trash in ditches and creeks. When it does flood look how much trash is floating around Its disgusting! Alot of the people complaining about flooding often have no one to blame but themselves! FEMA shouldn't have to replace anything! It needs to be used for PREVENTATIVE measures

All one has to do is to compare places such as Charleston with other cities; such as Pittsburgh- a place with literally well over ten times the water volume. Does that city have the water problems that any other city in this state has- no. Does it need the incredibly high river barrier walls that we have- no. Yes a small portion of this problem was due to somewhat excessive rainfall; but more so to two other issues-- WV geography which btw does include both underground mines and even mountaintop removal. If one takes that much material and moves it without properly managing it then it causes flooding. The second issue being that this state has incredibly poor infrastructure.

No it is not mountain top removal. The city & state need to clean out the drains! Go Coal!
