Cabell County Commissioners Debate Union Resolution
A resolution that would allow the establishment of collective bargaining rights for certain emergency services personnel is causing some issues among county commissioners.

HUNTINGTON, W.Va. (WSAZ) -- Cabell County Commissioners are at odds over how to handle a new resolution that would establish collective bargaining rights for certain emergency service workers.
Commissioner Nancy Cartmill says she quickly pulled the resolution off the agenda. It was a move she says she had to make for the people of Cabell County.
"I could tell it [the resolution] was slanted toward the union," Cartmill said. "It had card check in it. It had a neutrality clause that said we couldn't talk to our own employees."
Commissioner Bob Bailey admits he was asked by the Service Employees International Union (SEIU) to place the resolution on the ballot. He says he made the decision to do so for the emergency service workers in Cabell County.
"I think anyone should have the right to talk to anyone if they want to be represented by a union," Bailey said. "That's all this is about."
Commissioner Bailey says the real problem is folks making this issue a bigger deal than it really is.
"Well, I think one of the commissioners-- In fact, Mrs. Cartmill-- went to the Chamber of Commerce and got them up in arms about this," Bailey said. "Of course, she's not for unions of any kind. I'm a union man. I'm for unions."
But Cartmill says this isn't about being for or against unions. She says it's about the commissioners giving up the job they were elected to do.
"I guess what bothered me the most is that it was saying to me 'you're not doing a good job taking care of your employees,'" Cartmill said. "Because what we were asking for was for the employees to pay dues to belong to a union that would then negotiate with the commissioners for better salary and better benefits. Which I think we ought to be providing anyways."
According to Cartmill, the resolution was actually written by SEIU officials before being sent through the Cabell County Commission office.
"I don't think the people of Cabell County were even taken into consideration," Cartmill said. "I don't know what's behind it. I can't answer those questions, but I think we're dealing with tax payer money, so we have to be concerned."
