FEMA Steps into Four Southern W.Va. Counties Declared Disaster Areas
FEMA offices are expected to open Monday in Logan, Mingo, Wyoming and McDowell counties.

LOGAN, W.Va. (WSAZ) -- It was announced Thursday that the Federal Emergency Management Agency (FEMA) will be in Logan, Mingo, Wyoming and McDowell counties to help with flooding assistance.

Mike Sidebottom owns the Valley Market in the Mount Gay area of Logan and says damage to his store is significant.

"Probably between $350,000 and $400,000," he said. "We inventoried (and) we had $170,000 in inventory at our cost."

Fortunately, Sidebottom has flood insurance but he worries more about his neighbors.

"I'm in a lot better shape than a lot of these poor people upstream that got flooded for the first time ever and lost their homes," he said.

FEMA's coming in," says Roger Bryant, who runs Logan County Emergency Services. "They've already announced we did get a declaration."

Now Roger says debris cleanup is almost completed and FEMA will be here soon.

"So the next step will be they'll hit the ground running on Monday," Bryant said, "And that will open all the federal programs for folks in Logan County to take advantage."

Some of those programs are low interest loans and grants to individuals and businesses, as well as grant money to county commissions and other county entities like road departments. It also includes flood mitigation such as cleaning up the small feeder streams that are clogged with debris.

Bryant says there are other forms of assistance to look into.

"They'll have things like temporary housing available," he said. "There'll be some allowances."

But Bryant cautions that FEMA can't cure everything.

"It is important for people to remember," he said. "After a flood it is so devastating that nobody, no agency is going to make you 100 percent whole again. The closest you come to being 100 percent whole is if you have flood insurance."

Which brings us back to Sidebottom at the Valley Market and a FEMA program that he'd like to take advantage of.

"I'd like to move." he said. "But, if I move somewhere, you can bet you life on one thing -- it won't be near a creek, river, stream or whatever."

FEMA will work out of an office in Beckley and an offices in the four affected counties. It's important to remember that you must call 1-800-621-FEMA or visit www.FEMA.gov to register before any assistance can be given.

Ohhh yes, let the taxpayers pay for those who won't get flood insurance so they can rebuild in the same flood plain again so we can pay for it again a year or two later
