BOSTON (AP) -- The incoming head of the National Governors Association says he will make increasing the number of students who complete college his focus.

West Virginia Gov. Joe Manchin, a Democrat, assumed the chairmanship of the NGA on Sunday from Vermont Gov. Jim Douglas, a Republican.

Manchin says he will work to unite governors, higher education officials, campus leaders and corporate chief executives behind the college initiative he calls "Complete to Compete."

Whether Manchin will be there to see the effort to fruition is a question. He says it's likely he will announce Monday he is running this fall for the Senate seat vacated by the death of Democrat Robert Byrd.

Factual,Fact is that every thing or one that looks good,is not, yeah he is easy on the eye,but he beats to a different drum,I know personally,i worked for him briefly when he became Sec.Of State,he reorganized and did away with The Elections fraud investigator, simply to keep violaters from being held accounatable for their actions,Again I say he does not have the best interest of Wv people at heart,it's a self-satisfying ego,WV has the best politicians that money can buy.
