UPDATE 3/29/13 @ 10:15 p.m.
ST. ALBANS, W.Va. (WSAZ) -- For the second time this year, neighborhood complaints have led to the arrest of Timothy D. Basham for distribution of a controlled substance, according to information from St. Albans Police.

This past January, complaints fueled an investigation by the newly formed Special Enforcement Unit of the St. Albans Police Department, which led to Basham’s arrest on drug charges.

Basham is out on bond for those charges, and lead investigator Lt. M. A. Gilbert testified before the Kanawha County Grand Jury in an effort to indict Basham on those charges.

On the latest investigation, the SAPD continued to receive neighborhood complaints of possible drug sales going on at Basham's home in the 2200 block of Grant Avenue.

Another investigation was launched by the SAPD's Special Enforcement Unit, which resulted in the arrest of Basham on Thursday.

Basham was arraigned and has since been released on bond. The investigation is ongoing regarding other parties involved.

Basham had been residing in a garage behind the home with a woman. The St. Albans Building Office was consulted, and it was found the garage did not meet proper building codes to be used as a residence.

It was condemned as a hazard due to wiring and trash issues, and the woman was ordered out of the building, police say.

ST. ALBANS, W.Va. (WSAZ) -- A drug ring was uncovered during a police raid in Kanawha County.

The St. Albans Special Enforcement Unit searched a home in the 2200 block of Grant Avenue after police say Timothy D. Basham, 48, of St. Albans sold Opana pills to an informant.

According to criminal complaints, officers found Martaze D. Davis, 22, and Demarko E. Randle, 23, both from Detroit in the garage with more pills and a large amount of money.

Davis and Randle told police they were getting money from Basham and had missed their bus back to Detroit said police.

Police say both Davis and Randle have outstanding warrants in Michigan.

Basham is charged with delivery of a controlled substance.

Davis and Randle are charged with possession with intent to deliver and obstructing an officer.
