Illegal Dump Leads Troopers to Meth Lab

ST. ALBANS, W.Va. (WSAZ) -- A St. Albans couple faces meth-making charges after West Virginia State Police troopers discovered raw and finished product at their home.

The Division of Natural Resources discovered several pieces of mail from the home in an illegal dump in Putnam County.

When authorities went to the home Friday along the 1400 block of Scott Drive to charge Shawn Anthony Tackett of illegally dumping, they also found meth-making materials.

“We found the same person's name several different times and we followed up on the address here, and that's what led us to this residence,” said C.A. Nicely with the Division of Natural Resources.

Tammy Lee Phillips also was charged with attempting to operate a meth lab.

Neighbors say they were not surprised by the arrests.

“There's just an unruly amount of traffic out here,” said Jerry Fletcher, who lives next door to the house. “All the time, at all hours of the night and morning -- somebody would come in. Stay for a few minutes and leave and that's just not normal.”

Several children also lived at the home. State Police tell us the children will likely be placed with relatives while Child Protective Services investigates.

Tackett also faces charges of illegally dumping. Both he and Phillips are being held at the South Central Regional Jail.
