UPDATE: Man Accused of Firing Shots at Deputies

ATHENS COUNTY, Ohio (WSAZ) -- The Athens County Sheriff’s Office’s Special Response Team was sent to a home along Fisher Road to make an arrest Monday afternoon.

Sheriff Pat Kelly says the suspect, 34-year-old Franklin Green, has mental health issues, and they were afraid the situation could get violent.

The sheriff says Green was out on bond after he was arrested a few months ago following another standoff at the same home after a disturbance involving his parents, whom Green lived with.

Kelly says they were going to arrest Green because they'd found out he’d been illegally acquiring more weapons.

"He (Green) said the government has violated his Second Amendment rights,” Kelly said. “They're trying to take his weapons from him, and no one is going to take his weapons."

Kelly says when the deputies pulled in, Green came out firing a rifle. He hit the windshield of the Special Response Unit’s vehicle multiple times.

“At one point, he was trying to ricochet shots off the walls to try to hit the deputies," Kelly said.

Kelly says none of the deputies were hit, and Green went back inside.

The sheriff says he later talked with Green on the phone about half an hour.

"He told me on the phone to take my guys out of there because there was no way he was coming out of there, other than that he was going to die here and someone else was going to die," Kelly said.

However, the sheriff says he finally convinced Green to come out peacefully a little after 3 p.m., and Green was taken into custody.

Amanda McGrath says she’s been friends with Green since they were in school. She drove to the scene when she heard about what was happening.

"It was very scary for me because I was worried about him and the safety of everybody,” McGrath said, “because I know he’s had problems, and I was thinking he wouldn't come out of this alive."

Kelly says he was relieved nobody was hurt in all this, especially in light of recent shootings where mental health has also been a factor.

"These are people that have serious mental illness,” Kelly said, “and I think attached to the Second Amendment gun issues, I think the real problem is coming to light, and I think it's mental health issues."

Green is charged with felonious assault on deputies.

The sheriff says the Alexander school system was notified about the incident so school buses wouldn’t go through that area during the standoff.

Kelly says neither of Green’s parents was home when the standoff took place Monday.

Franklin Green, 34, was taken into custody at a home along Fisher Road. Deputies say Green fired several shots toward them and hit the windshield of a Special Response Team vehicle, as well as a sheriff's office cruiser with a K-9 unit inside.

Despite several rounds of ammunition that were fired, no one was hurt.

Deputies arrived at the home just before 2 p.m. Monday to serve an arrest warrant when they say they were fired upon. They used smoke grenades to try and force Green from the home. Deputies eventually managed to talk him out of the house after a more than one-hour confrontation.
