Sissonville Residents Paying Extra Tax

SISSONVILLE, W.Va. (WSAZ) -- When Betty Foster walked into the Pizza Hut in Sissonville Monday night, she was expecting to fill up. Instead, she left with a sick feeling in her stomach.

"That's crazy," Foster exclaimed when she found out she was paying more than she should.

Foster's subtotal on her receipt was $18.49. Multiply that by Sissonville's 6 percent sales tax and her balance should have been $19.67. Instead, it read $19.69. She's one of dozens of customers at area businesses being charged Charleston's 0.5 percent Civic Center tax.

It's a similar problem to the one South Charleston is facing.

"We pay enough taxes now," Foster said. "It's hard, and then for them to sneak it in their on you and not say anything; it's not right."

"Nobody knows how to fix the problem," said Tom Miller, another person who noticed the issue on his receipt.

When Miller wasn't satisfied by what Charleston city leaders told him, he brought it to the attention of the Greater Sissonville Development Council Monday night.

"It seems to be a vicious circle of it's not our problem, it's their problem. no, it's not our problem, it's their problem," Miller said.

However, it's not just the sales tax. Some employees who work outside Charleston are also paying the city's $2-a-week user fee. That fee was created to pay for city improvements.

The longer these problems continue, the bigger they get.

"More money is collected that should not be collected," Miller said. "Then you have the issue of what do you do with the money that has been collected. Who gets it? Does the county get it? Does the state general revenue fund get it?"

"That's racking up some dollars somewhere," Foster said. "Someone's getting some extra money."

The Council decided Monday night to send an audit in hopes of answering some of their questions.

WSAZ is planning to follow-up with Charleston city leaders as well as the state tax department.
