UPDATE: Two Counties Declare Level 3 Snow Emergencies; Downgraded in Mingo Co. W.Va.

MINGO COUNTY, W.Va. (WSAZ) -- A snow emergency in Mingo County was downgraded Monday night from Level 3 to Level 2, according to Mingo County 911

Motorists are still urged to use extreme caution.

POMEROY, Ohio (WSAZ) -- For those people in Meigs County who would like a spa vacation but don't have the time for money, Jill Drummer is hoping she's filling a niche.

"We don't have anything like this in Pomeroy," Drummer said. "I thought it would be a great place for people to feel special."

In February, she opened Jill's Beauty spa, which was empty Monday.

"The Level 3 snow emergency has kept people home," Drummer said, trying to stay positive. "We'll have a bigger week because, when the weather breaks, we'll have a lot more people coming in who had to cancel their appointments."

Both Meigs and Vinton County, in Ohio called a Level 3 Snow Emergency, early Monday morning.

"It's not an easy call, but it was the right thing to do because of safety," Meigs County Sheriff Keith Wood said. "You get out in the country, and the roads are just an absolute mess."

Richard Jeffers is a retired coal miner who started clearing off the car, once the Level 3 snow emergency was downgraded at 2 p.m. Monday.

"I've never seen snow like this," said Jeffers, who was making the snowy trip to Parkersburg, W.Va., to drop his grandson off at work. "This is the worst winter, I reckon, I remember. It's just been terrible."

VINTON COUNTY, Ohio (WSAZ) -- Three counties in the WSAZ viewing area declared a Level 3 snow emergency early Monday morning.

In Ohio, Vinton County and Meigs County declared a Level 3 emergency, as did Mingo County in West Virginia. In those locations, all roads are closed to non-emergency personnel.
