LOGAN, W.Va. (WSAZ) -- Animal rescue volunteers in Logan say a new pound can’t come soon enough, after several dogs at the shelter came down with Parvo and distemper.

It's been a tough couple of weeks for Joy Kay Shultz and her new foster dog, Rebel.

“This is the worst he's been,” Shultz said.

Joy volunteers with the animal rescue group SAFE. She rescued Rebel from the Logan County dog pound. But when she got him home, he started to get sick.

“He's gonna die,” Schultz said. “I'm doing everything. Round the clock medicine. Everything I can possibly do. I just want so bad to save his life.”

Rebel has distemper. She says there is no cure for the disease, and it's usually fatal.

“I don't sleep,” Schultz said. “I pray for him constantly. I just want so bad to save his life and I promised him if he makes it through this. If he fights and makes it through this, then I will be his mommy forever and he can stay at my house.”

The county says it got confirmation last Friday that there was a distemper infection at the pound.

“Anytime you're in tight quarters and you're dealing with this type of situation, animals you can clean one minute, and the next minute it's a mess,” Logan County Commission President Danny Godby said.

Godby says these types of situations are common for shelters and really go back to the problem of pet owners not taking care of their animals.

“They drop dogs off,” Godby said. “They don't take care of them. And a lot of times we pick those dogs up and they're starved to death and they possibly may be infested with diseases, and it's real hard to stop that you know from being spread.”

The shelter will be quarantined for the rest of this week, and most likely next week. Shultz says she hopes to see some changes come at the pound.

“God willing, if he makes it it will be wonderful, but if he doesn't ... I want his story to help the other animals,” Shultz said. “This has to stop.”

The commission says changes are already being made. A new shelter has been built -- but will have to be moved before it can open.

It was scheduled to open in January, until plans for a new road took a path right through the shelter property.

The new shelter will have more space and running room for the dogs.

"We're pleased to announce that it's going to be a huge improvement over the current conditions," Logan County Commission President Danny Godby said."We saw the need to expand it, make it larger -- not only for a dog pound -- but an animal shelter to where people could come in and adopt."

The new animal shelter will be located at Three Mile Curve just outside Logan. The hope is to have the new facility up and running by this January.

The county doesn't wish to euthanize any animal, and this group helping with adoptions reports 700 adoptions last," Adkins said.

SAFE (Saving Animals From Euthanasia) is the local group that have arranged most of the adoptions.

In fact, several agencies are now rescuing animals. Jeannette Karns works with two of them. She says the pound is in good shape, as are the dogs.

"Volunteers and time is what it takes," Karns said. "It takes the community getting involved, recognizing the problem, and taking pictures to post on Facebook."

Adkins says it's working together that makes an impression.

"With the commitment we've seen from these adoption groups, we're ready to address that with a new facility," he said. "But we're still waiting official confirmation."

Karns had five pups she was going to take to Rhode Island. Unfortunately she'll have to take five others.

"Those five are gone, but there's five more in the place," she said. "You got to do what you got to do."

So as the pet adoptions continue to grow, the frequency of pets being euthanized is shrinking.
