It was a big step toward making the first ten amendments to the Constitution law.

Rarely can an amendment to the Constitution make it from congress, to the states and then back again. That is the purpose of the process. The founders wanted to make sure the constitution was only touched if absolutely necessary. It has only been done 27 times and ten of those were the Bill of Rights.

These amendments were there to protect the people from the federal government. So it wouldn't become abusive.
