UPDATE 7/27/12 @ 11:30 a.m.
CHARLESTON, W.Va. (WSAZ) -- The recent storms and power outages have brought out the best in people, but it has also brought out the worst.

During a news conference Thursday, West Virginia State Police say they have arrested nine people in connection with almost three dozen generator thefts across the state.

Troopers say the thefts hampered the efforts to restore power and cut lines of communications.

They used these storms to take advantage of others and fulfill their own selfish desires...so we thought it was important to show the community who some of these people were involved in theft of these generators," Sergeant Michael Baylous said.

At the news conference, police announced a warrant was issued for Bryan Spangler, from Hurricane, in connection with the thefts. Less than 24 hours later, Spangler turned himself in.
