CHARLESTON, W.Va. (WSAZ) -- Charleston Mayor Danny Jones woke up to a sickening surprise Friday morning when he walked outside his home.
A dead pigeon, mutilated and gift wrapped, was placed on a column near Jones' driveway along with a note addressed to him. Jones says he had no idea what it was until he took it inside and opened it.
"There was an odd odor, and I thought, 'is this a joke?'" he said. "Then I opened it the rest of the way and I saw a bullet wound and I thought, 'this really is a dead bird.'"
Charleston Police detectives say the bird was shot and its eyes were gouged out. They're looking for the person who put it there and attached the confusing note to the package.
"It said something about falcons, and it said to look in the eyes of the bird, which I did not do," Jones said.
It also said, "This is West Virginia ... what more could one expect?"
Police say they're taking it all very seriously.
"I don't see it as a prank or a joke," Charleston Police Sgt. Bobby Eggleton said. "You send somebody something like that, you're trying to send a message. We're just trying to decipher what that message might be."
Jones says he doesn't feel afraid -- only confused.
"I don't know what any of this has to do with me," he said. "I don't know anything about birds; I don't hunt. It was just very weird, and I'm glad my kids weren't here."
Both Jones and Eggleton said they've never seen anything quite like it in their entire careers. Detectives say they're analyzing the package for fingerprints, along with the handwriting on the note.

According to a release from the Charleston Police Department, Mayor Jones found a gift-wrapped dead pigeon on his driveway with a note Friday morning.
Sgt. Bobby Eggleton tells media outlets that the pigeon had been shot.
Jones says the note that accompanied the package was bizarre and made no sense.
Investigators responded to the mayor's home and collected the bird, package and the note for processing. CPD is working to pull any evidence from the items to try to identify the person, or persons, that left the dead pigeon.
