SOUTH CHARLESTON, W.Va. (WSAZ) -- The parents of the toddler who was shot in Cross Lanes have been charged in the incident.

Kanawha County Sheriff's Deputies tell WSAZ.com John Seymour, 23, and Tabitha Bowen, 24, have been arrested and charged with child neglect resulting in the risk of serious bodily injury.

Both were arraigned Monday evening in Kanawha County.

Deputies say Kasey Seymour, 4, was dropped off with her mother at Thomas Memorial Hospital in South Charleston about 10:25 a.m. Monday.

The investigation at the hospital revealed that the shooting occurred at the child’s residence along Dalewood Drive in Cross Lanes, W.Va.

Detectives with the Kanawha Bureau of Investigations obtained and executed a search warrant at the residence. Evidence was recovered there to indicate the shooting did occur there. It is also believed that the person who shot Kasey was her 5-year-old brother.

It is believed the shooting incident itself was an accident. Other crimes associated with the incident are still being investigated to include any negligence by the parents of the children.

Child Protective Services was notified and are also investigating the incident.

Investigators say the 4-year-old child was shot in the left arm, but her injuries are not life threatening. Officers tell WSAZ.com the girl was sitting up and watching TV in the hospital room shortly after she arrived.

Sabona Maynard witnessed all the commotion when hospital workers saw the small child had been shot.

"Anybody should have their gun locked up in a safe and out of reach from where a child can get it," Maynard said.

As of Monday night, she was in stable condition.

The criminal complaint says the mother told investigators a friend had dropped off that gun Sunday for them to keep overnight, and the father had left the gun in their bedroom.

Investigators also found drug paraphernalia in the home, but so far no drug related charges have been filed.

Deputies say they believe the girl's five-year-old brother shot her at a trailer along Hurley Drive.

Shortly after, the child was dropped off at the hospital police issued a BOLO for a red Toyota. That vehicle was later found parked at the trailer on Hurley Drive.

One person has been detained, but no charges have been filed in the case.

Deputies are still along Hurley Drive waiting on a search warrant. Deputies say charges will likely be filed in the case.

Deputies say the 4-year-old girl was dropped off with her mother at Thomas Memorial Hospital in South Charleston about 10:25 a.m.

Investigators say the girl's injuries are not life threatening. Officers tell WSAZ.com the girl was sitting up and watching TV in the hospital room shortly after she arrived.

Deputies say they are at the mobile home park along Hurley Drive because they believe that's where the shooting took place. Deputies are in the process of getting a search warrant.

SOUTH CHARLESTON, W.Va. (WSAZ) -- The Kanawha County Sheriff's Department is investigating a shooting involving a victim that is just four years old.

South Charleston Police tell WSAZ.com the 4-year-old girl was dropped off at Thomas Memorial Hospital in South Charleston about 10:25 a.m. Police say the girl's injuries are not life threatening. She is sitting up and watching TV in the hospital room with her mother.

Police say they have investigators along Sissonville Drive in Charleston where they believe the shooting took place.

Shortly after the child was dropped off, dispatchers say a BOLO was issued for a red Toyota that was later stopped in Cross Lanes. Deputies say one person has been detained. So far no charges have been filed in the case. Right now, deputies are waiting for a warrant to do a search along Hurley Drive.
