HUNTINGTON, W.Va. (WSAZ) -- In their last head to head discussion of issues prior to Tuesday's vote, the candidates for the 2nd Congressional District in West Virginia debated the merits of authoring legislation in Congress.

A flyer mailed to homes in the 2nd district points out that Congresswoman Shelley Moore Capito (R-WV) has not authored one piece of legislation in her eight years in Congress.

"It's not about me. It's about West Virginia," Capito said. "I don't think people sent me to Washington to get my name on a piece of legislation."

Capito added that she doesn't need her name on a building or road either. She admitted in full disclosure that there is a fire truck named after her in St. Albans.

The reference to the naming of buildings was perceived by Capito's opponent, Anne Barth (D), as a veiled comment about Senator Robert Byrd. Byrd has numerous buildings named after him in the state. Barth, who worked as an aide for Senator Byrd for 21 years, said he has never asked for buildings or other structures to be named after him.

"He's very grateful for the recognition," Barth said.

Barth pointed out an overwhelming majority of Americans want change in Washington D.C. and she can bring that change. Capito said she has been able to be an effective congresswoman despite Democratic control of Congress for the past couple years.

An ad from Barth's campaign points out that Capito has voted with President Bush more than 80 percent of the time. Capito explained that she voted on bills favoring tax cuts, domestic violence and safety for coal miners, while voting against the $700 million economic bailout bill.

Barth said she hopes to make a difference on taxes for middle class West Virginians in Congress, specifically with a child tax credit and the marriage tax.

When asked which president they most admired during their lifetime, Barth pointed to Lyndon Johnson for his civil rights work. Capito named Ronald Reagan for what she called "an emotional attachment."

Barth said the country needs to get its fiscal house in order. Capito said she voted against the bailout bill twice and she's happy she did, because "West Virginians are steamed about it."

Capito was asked if she would change anything about her time in office and she mentioned the time she left the transportation and financial service committees to join the rules committee. Barth said Capito should have changed her vote on the war if she could have done it over again. Capito voted to authorize military action in Iraq.

2 issues here. First, if Barthe believes that the war in Iraq where my brothers in arms have been killed is squandering of govornment money, she is wrong. Second, if Barthe believes that if you raise taxes on businesses and people that make over 250,000.00 a year and cut middle class taxes will help this economy, she is wrong again. These businesses will just raise the prices on their goods to make up the difference. The middle class will pay more than their tax breaks are. Do not penalize a business for being successful, because they will just pass the costs to us.
