Joseph C. Peters, one of the first black West Virginians to hold a high position in state government, has died.
Peters died Monday. He was 81.
The cause of death hasn't been released.
The Charleston resident served as commissioner of finance and administration in former Governor Hulett Smith's administration.
Funeral services are set for noon Friday at First Baptist Missionary Church in Charleston.
Cunningham-Parker-Johnson Funeral Home in Charleston is in charge of arrangements.
