Humane Officers call it one of the most extreme animal cruelty cases they've ever witnessed.
Investigators say they found dogs starved and forced to turn on each other for food at Van Hess' home in Otway. That's in Scioto County, Ohio.
Police say Hess was starving nearly two dozen dogs. Investigators say he shot and killed several of them and was allegedly planning a mass kill.
Hess faces 27 counts of animal cruelty. He is out on bond.
