CHARLESTON, W.Va. (WSAZ) -- The debate over a new bill that would require drug testing welfare recipients, is heating up.

Delegate Craig Blair (R) got supporters together at the capitol today to talk about their options.

Blair introduced a bill last week that would require welfare recipients to submit to drug testing before they can receive their benefits.

The bill has faced stiff opposition in the legislature with some of the democratic leadership even calling it “dead on arrival.”

Blair says there is no reason for this bill not to pass.

CHARLESTON, W.Va. (WSAZ) -- A Berkeley County Delegate is on a mission to crack down on people taking advantage of the welfare system.

Craig Blair has created a bill that calls for random drug testing for anyone who receives welfare, food assistance or unemployment benefits.

"I'm a frustrated tax payer," said Blair.

Under the bill, the Commissioner of the Division of Health and Human Resources would select recipients at random. If they fail the drug test, they'll get up to 60 days to take another test and can still draw assistance. But, if they fail the second test, it will result in their benefits being taken away.

After two years, people who have cleaned up their act can reapply for assistance.

The lawmaker says support from people around the state has pushed the idea for the bill forward.

"I want to make sure of two things, we get people off drugs in this state and we make sure that we've got the resources necessary to take care of those who are truly in need of help and haven't made a career out of being on public assistance."

The state would be in charge of paying for the testing. Blair says the number of people who are removed from the system will save the state enough money to cover the tests.

Delegate Blair hopes to introduce the bill to the House this week.

Yes I THINK TEACHERS SHOULD BE DRUG Tested . I feel the ones that don't want it . have something to hide.

I sympathize with the moralists,But by requiring welfare recievers to pass a drug test to recieve benifits,is a break down of the consitution and the rights we are gaurnteed.I guess its ok to treat poor people like criminals.If your down on your luck and you need help,you should be treated like a criminal with drug testing.It would be a huge cost just for that program alone.taking more benifit money away from those who need it.One false positve law suite would break the bank.If you dont like what they do with your tax money,try not paying your taxes and they will treat you and convict you like a criminal.now if you have a drug conviction and need welfare then maybe you should be required to submit,but otherwise your classing poor people into criminal status and thats just un american!we all deserve a chance dont we?

By the time the government is through the democracy will be gone. When the government tells business owners what and what not can happen in their business it is all over anyway. Do we go with the flow? By the way, drug test them all. I don't want my tax dollars going to a drug addict, we already pay for their kids and food.
