City Hopes to Avoid Party Problems this Halloween

OCTOBER 27, 2006 -- There is a push to prevent another Nightmare on Elm Street in Huntington as Halloween approaches. The annual block party near Marshall University's campus got out of control last year and there is a concern about what will happen this year.

Freddie Krueger forever connected Elm Street to Halloween, but there is a very real party that happens on Elm Street in Huntington every year about this time. And, for students who live there, it turned in to a real nightmare last October.

Police say some students were out of control and even threw beer bottles at cruisers.

This year, there is a push to make things happen differently. The mayor's office has a list of forms and requirements needed for a legitimate block party; you even have to have insurance.

No one has signed up for the party at Elm Street this year.

Even if someone does fill out all the city paperwork, they're still required to obey all laws, which would require a permit to allow amplified sound during certain hours.
