OCTOBER 31, 2006 -- The State Highway Patrol says a new federal analysis effectively rules out the possibility that a trooper had been drinking before a triple-fatal crash.
Trooper Josh Risner was killed, along with another patrol officer who was riding with him and a woman who was driving a pickup truck. The patrol says a test normally done on pilots who've been killed shows Risner did not drink any alcohol at least 16 hours before his death.
That contradicts the patrol's earlier announcement that Risner was legally drunk at the time of the fiery September 28th crash near Gallipolis.
The patrol today also says no one who saw Risner before the accident observed him drinking or thought he appeared intoxicated.
