For the fifth time in nearly twenty years, voters in Putnam County have turned away an excess levy to pay for public libraries. The levy just missed its 60% requirement for passage by one percentage point.

The library would have cost homeowners about 3 dollars per year, while generating nearly $300,000 over three yeras.

Meanwhile, voters in the 4th district in West Virginia, which includes Putnam County, chose Mike Hall (R) over Jim Lees (D). The delegate beat Lees by more than 1300 votes. Hall won 52% of the vote.

There will also be a change on the Putnam County Commission. Voters chose Gary Tillis (D) over incumbent Jim Caruthers (R) and Ellen Mills-Pauley (I). Tillis won 50% of the vote.
