Portsmouth police arrested Lacey Beck, the babies mother, Thursday afternoon at 4:00pm.

While we first reported this came to light when a neighbor flagged down police... there is more to the story.

Portsmouth police told us on Monday, Lacey Beck called to have an ambulance pick up her newborn baby. The baby girl was taken to the hospital. Lacey then dropped off her 13 month old with a neighbor, and that's when neighbors first noticed abuse and called police. While we don't know what the problem was with the 3-week old, we know the problem was bad enough that an ambulance had to be called.

Police say the three week old newborn girl is still in critical condition and her 13 month old sister is stable. Police are still investigating this case to see if more charges need to be filed.
