Charges of political sabotage may cripple one county's public services. Incoming Ellitott County Judge Executive David Blair claims his defeated rival left county services in criminal shambles.
Blair says former judge Charles Pennington sabotaged county computers and payroll systems, and even disabled much of the county's road equipment.
Pennington denies any wrongdoing. Now, The state will look into Blair's charges.
