West Virginia Delegate Mitch Carmichael is pushing for a bill to increase the tax on a pack of cigarettes by a dollar.
He believes the increase will lower the number of teen smokers.
The Legislature upped the cigarette tax from 17 cents to 55 cents in 2003.
A report indicates the number of teen smokers in West Virginia has declined by 28% in the last five years.
Delegate Carmichael also believes the increase could help eliminate the food sales tax.
