It all started when American Hydraulic Services approached the city about joining it. Tony Opell has owned perfection rubber and supply for 17 years. Those first ten were inside the city.

The mayor says everybody stands to benefit by expanding. Opell says he has good fire coverage and is just fine through nearby England Hill. He says he just wants to receive an offer.
