NEW INFORMATION: Charleston Police have connected the suspect, Vincent Allen West, with another sexual assault attempt. This one happened at about 7:30am Thursday morning in the 200 block of Washington Street West.
Detectives say the girl was walking down the street when West made lewd comments to her and requested sexual favors. She declined, but police say he continued to follow her for two blocks.
For this incident, police say they expect to charge him with stalking.
It happened at the K-Mart just off Patrick Street. Detectives say Vincent Allen West, 35 of Charleston, approached the girl in the potato chip aisle and grabbed her by the shoulders.
According to detectives, West groped the girl's chest through her clothing and attempted to unbuckle her pants."
The victim was able to push the suspect's hands away, but police say he still managed to fondle the girl in her private area.
The girl told her grandmother what happened and she alerted store security.
After police and store security reviewed the video, they identified the supect as West. He's a convicted sex offender, according to the West Virginia State police website. He served 7 years and 5 months on charges of 1st degree sexual abuse. In that case, the victim was an adult female he didn't know, according to the registry.
Police say the man appears in the surveillance video, but the actual incident was not recorded.
West is being charged with third degree sexual abuse and battery for the attack at the K-Mart.
