The man who launched a chase that lead to the drowning of Officer Dave Poling was scheduled to be arraigned on major charges Thursday afternoon.
Joseph Harris is charged with involuntary manslaughter and obstruction for interfering with an officer's ability to do his job and causing death. Both are felonies.
On Tuesday evening, another officer stopped Harris for questioning in a case.
Harris took off running and Dave Poling, a probation officer who was in the area, chased after him.
Harris jumped into the Ohio River, Officer Poling followed and disappeared underwater.
A ten-hour search lead to the recovery of Officer Poling's body.
