The man accused of launching a chase that led to the drowning of officer Dave Poling will be arraigned Thursday afternoon.
Joseph Harris is charged with involuntary manslaughter and obstruction for interfering with an officer's ability to do his job and causing death. Both are felonies.
On Tuesday evening, another officer stopped Harris for questioning in a case. Police say Harris took off running and Dave Poling, a probation officer from Gallipolis Municipal Court, chased after him.
When Harris jumped into the Ohio River, officer Poling followed and disappeared under water. A ten-hour search lead to the recovery of officer Poling's body.
