Residents' complaints of billing irregularities at a low-income housing complex in Charleston are being investigated by federal authorities.
Residents of Vista View Apartments said last week that they'd received letters seeking back rent or security deposits that they believe they don't owe.
Chicago-based developer Scott Canel owns the complex.
He says the U.S. Department of Housing and Urban Development and the U.S. Postal Service are investigating the billings.
He says there are two or three people of interest in the investigation.
Canel says it's not clear how many residents of the 330-apartment complex were affected.
The Postal Service joined the investigation because many Vista View residents use money orders to pay rent.
